On Monday, Xiaoqin (Emma) Fan was named the new country director for Pakistan by the Asian Development Bank (ADB).
“She officially began her role today (Monday) at the Pakistan Resident Mission,” the ADB stated in a statement.
Fan replaces Yong Ye, who served as Pakistan’s country director since 2021.
According to the release, Fan would be in charge of ADB’s activities in Pakistan, including the execution of the country partnership strategy (CPS), which places a high priority on accelerating development, enhancing resilience, and enhancing competitiveness.
The statement went on to say, “She will also lead consultations for the new CPS encompassing the time frame from 2026 to 2030.”
“It gives me great pleasure to return to Pakistan and oversee the country office.” Fan expressed excitement about advancing ADB’s historic collaboration with the Pakistani government and people.
Fan began working for ADB in June 2002 as an economist and has subsequently held increasingly responsible positions in a number of areas within the bank.
Fan has over 30 years of professional experience.
She joined ADB in December 2013 as the Head of the Results Management Unit and an adviser to the Strategic Planning Department (SPD).
Fan was named Regional Director of ADB’s Pacific Liaison and Coordination Office (PLCO) in June 2016 and Director of the East Asia Department’s Public Management, Financial Sector, and Regional Cooperation Division in 2019.
